This is DEFINITLY NOT intended
to be a "vetting" process on "completeness or balance of races", nor is it intended to imply any response or
influence on Tim.
As a SURVEY it is fundamentally for FUN and for FEEDBACK for
the race creators.
However - Tim has mentioned on the VGAP-93 Mailing list:

I think this is the right approach.
Basic Aim
To conduct a first "pilot" survey of the "popular interest" in the currently "public" 3rd Party Races.
After
discussion - we might agree to doing more detailed surveys later. That
will depend on what sort of response this gets - I guess.
Now:VOTING is NOW Complete
The Nominated Races were
I have formalised a list of the Creators. This list identifies who can submit two sets of votes based on
"with Rule 1" and
"without Rule 1".
This list may be updated if the Race sites change to reflect the names of any additional creators/assistants.
Voting has now ENDED Voting ENDED on July 3rd - 12:00 hours GMT/UTC.
How To Vote:
Basically
There are three categories to vote in:
Category A - races you would most look forward to playing and consider would be "Fun to play"
Category B - races you would like in the game - even if you wouldn't like to play them
Category C - races you would not like to see in the game.
If you vote - you MUST vote for 3 races in category A - in order of preference.
You can optionally vote for up to 3 races in each of categories B and C - in order. You do not have to vote in these 2 Categories if you don't want to.
Results for the 3 categories will be published separately.
Points will be allocated as follows for each vote
If you vote for 3 races
1st - 5 points
2nd - 3 points
3rd - 1 point
In Categories B and C (only)
If you vote for 2 races
1st - 4 points
2nd - 2 points
If you vote for 1 race
1st - 3 points
HOWEVER!
You must supply reasons for why you voted the way you did. A
maximum 40 words for each race. However - this is not going to be a discussion area - if people want to discuss things - do that on the NG or something?
You must supply your Game Name ("handle") - this will be published against your vote information
Also you must provide (to me) your Real Name, e-mail address and what
Hosts you play on that I can look at - to verify your existence under
your game name. - this information will be kept confidential . It will also be deleted from my system once the
vote is complete and any possible disputes have been resolved? (I hope
there are none!) Maximum time period - 30 days. See below.
I will Moderate what goes into the comments - I have to, legally, as my
ISP would get upset. No abusive language and so on. I will however
discuss with anyone I have problems with - and try to resolve a
suitable solution.

this really has to be on the "honour system" as I may not be able
verify all aspects. By publishing "game names" you guys can check
the veracity of voters.
1. You may not vote for any race you are a creator of. This
includes both graphics and numbers creation - but does not include advice on
the NG/mailing list as part of any review process.
[This is a tricky area as not
all race pages identify the creators - I do have a fair amount of
knowledge of who is who? The rest is up to you guys - as "observers"]
1.a Additional - If you are one of the creators and you feel
"disadvantaged" by this rule - you may submit two sets of votes. Vote Set 1
must be based on Rule 1 and Vote Set 2 based on how you would vote without Rule 1.
I will publish two separate sets of Survey results based on this
difference.
2. Only players of the game may vote. This includes VGAP3 and VGAP4 players.

verify this if I can find evidence on Host sites - if I can't I will
post the vote with a ? mark - but I will discuss with the voter prior
to doing this]

Only One set of Votes per player - "not game name" if you play under
multiple "names". - (Exception - see Addtion Rule 1.a above.)
[Again - the use of "handles" may make this tricky to adjudicate. Let's just do this "honourably" please!]
4. I, Oliver Harlow, will Moderate the
content of the Survey in terms of bad language (sorry
Grandadmiral!) or - in some cases - for lack of "constructiveness" -
although I hope these will not be necessary!

5. Whilst I will endeavour to reconcile any problems,
individually, through private e-mail discussion, my decisions
will be final - once made. [Sorry]. Mind you, you can complain on any NG/mailing list - if you want! 8)
6. Your vote must be made directly to the e-mail address I will supply for that purpose .
The e-mail must contain: 1. Your vote information in a readily understandable format - text preferred. 2. Your Game Name ("Handle") 3. Your Real Name 4. Your real e-mail address 5. A Host URL where you have played under this handle

Do NOT include any attachments to your e-mail.
I will acknowledge reception of your vote to the e-mail address it is sent from - a direct reply - one to one.
7. You must provide the infomation in rule 6 - to me via e-mail- otherwise your votes will be deemed "void".
8. Your Game Name will be published along with your
vote and (moderated) comments. I will publish real names only if you give permission expressly with your vote..

Data Protection: ALL information - other than your Game Name and vote
information and comments - will be deleted from my computer system -
within 30 days after the publication of the results unless you
specifically state otherwise. The
date and time (GMT) of this will be posted as part of the results
webpage. This does NOT include data already maintained within my
"address books" prior to this vote.
9.a I
will, however, maintain printed paper records of all e-mail transactions in case
of future problems.
10. I will not publish, reveal, or use - in any way - other than
individual e-mail communication with the respective individual - your
Real Name, e-mail address, or Host site information.
11. This is about TRUST. I hope you can trust me? I'm actually quite a nice guy! 8)
I would like to do this in a friendly and non-confrontational way - obviously!
NOTE: My system is protected by both a both a Hardware firewall, and Norton Security 2004,
Results Phase:
The Final Results will be published together after the time limit runs out.
I will post - at regular intervals - on this site - the NUMBER of votes so far received. Nothing more.
