Terms of Reference for the London Nottinghill Carnival Mas Arena
This is a joint agreement between the Nottinghill Mas Bands Association (NHMBA) and the London International Carnival Mas Association (LICMA)
The mandate given to the Mas Representative / Director, when representing the interest of Mas on the Board of the London Nottinghill Carnival Ltd (LNHCL) is as follows:
LICMA & NHMBAS Requirement of the Mas Representative to undertake:
1. To consult and communicate jointly with both associations executives regarding all matters relating to Mas that is being dealt with by LNHCL.
2. No communication must be made direct to Mas Bands, re: official business unless prior agreement by both LICMA & NHMBA executives. The Mas Rep can speak to bands but on general matters. Formal information from the Board should go via the Mas Rep to both association executives, which will then be passed on to the membership.
3. To have bi-monthly meetings with LICMA & NHMBA executives to give updates, and on the company progress.
4. Where sponsorship opportunities, should arise, joint meetings should be held with LICMA & NHMBA to relay information, for mutual agreement of allocation of such, dependant on any current arrangements.
5. Any decisions relating to Mas Bands issues from LNHCL, must be brought to the attention of both LICMA & NHMBA executives for discussion.
6. The Mas Band Rep should consult both LICMA & NHMBA executives, before LNHCL take action in refusing a permit or entry to any members to perform at Nottinghill Carnival.
7. Work jointly to enhance the present terms of reference as time generally warrants change.
MAS ARENA STATEMENT OF NHMBA AND LICMA
On behalf of our associations we endorse the following statement:
A Mas Band must be a registered member of NHMBA & LICMA to take part in Nottinghill Carnival each year.
Membership, of NHMBA or LICMA does not guarantee a place on the road at Notting Hill Carnival. The London Notting Hill Carnival Ltd has the authority to permit or refuse entry of any performing unit to Notting Hill Carnival, after consultation with both NHMBA & LICMA.
A registered Mas Band must have 30 persons in costumes, in order to qualify to be a performing unit to take part in Nottinghill Carnival under LNHCL. New Bands registered with NHMBA & LICMA will become eligible, for consideration for full status, when they appear at Nottinghill Carnival for two years. (Each association will keep a list of new members joining, and priority will be given on a 1st come /1st served basis).
New bands will only be allowed in the parade in their own right if they replace an eligible band who no longer wishes to participate or they must collaborate with an existing band, to participate on the road.
New bands are not eligible for competition, until they complete the two year appearance and are given a their own space in the parade.
If an existing eligible band, who has kept up their membership to NHMBA & LICMA does not appear on the road for two or more consecutive years they can retain their status as eligible, but will need to go on the waiting list as a new band for appearance on the road in the same way as a new band.
Collaboration:
This means providing a section for an existing band with the same theme or similar theme or providing a section that compliments the existing bands theme. This would have to be in agreement with the existing (On the Road) band.
The decision would then be made (by the route management team), on whether the combined numbers warrant additional vehicles/music systems etc.
