The cities of Hedrek are owned by and large by the great power groups that dominate the political arena. The history of these alliances is littered with betrayal after betrayal, massive land and sea battles, sieges and assassinations.

Many alliances have come and gone in the past 200 years or so and the only five that have lasted have become the major players in the political and military spheres. There are also a dozen or so smaller groups vying for position in the hope of becoming a major power.

In order for a new faction to be created by a player or group of players, there must be several prerequisites met.

Firstly there must be a minimum of five clans (these may be owned by one player) in the new alliance.

Secondly the clans involved may NOT be allied to any other bloc at the time of creation of the new faction. Factions may form alliances but this rule is to ensure that an existing alliance does not gain a city in an underhand manner.

Thirdly the new alliance will be given at least one new city (possibly more if there is more than one player) and the alliance must create and run a political leader position for each city. The new faction may choose the city to be owned, and as long as the GM is happy that all is well, the city will be given to the alliance. Only independent cities may be asked for as the existing alliances jealously guard their cities. Should a player created alliance be seen to be doing well, and several other players join it, then the alliance leader may petition the GM for further cities to enhance that faction, if the petition is successful then the existing city leader may be transferred to the control of a player in the alliance or if the faction wishes a new leader may be created (perhaps as the result of a coup or perhaps the old leader has died and has passed the reins of power on to one of his bloodline).

The main factions own from between 4 and 15 cities and players joining an existing alliance may well be offered advanced positions and/or cities within that alliance by either the GM or the leader of that alliance (generally another player), in fact once a faction has a few players in it, the hiring and firing of city leaders and the people who play them will be left entirely to the leadership of that faction.

Should a faction be rich enough, it may want to build a new city, this will require a lot of effort on the part of both player and GM, as well as taking a long time and a lot of resources. A few special actions will be required in order to build a new city. Expanding the walls of existing cities to accommodate more population is a much easier choice, unless the new city will be sited at a strategically sound location.
