ONWARD AND UPWARD.

WILLIAM NORMAN ROY SCOTTER BORN 1922

WILLIAM was born at Carisle in 1922 the son of CLAUDE & HILDA SCOTTER. He joined the Scots Guards in June 1941. Having achieved the rank of Lance Corporal he was commissioned in the Indian Army in 1942. He served with the 7th Gurkha Rifles in India and Burma until 1945 when he was wounded in action he then returned to England. At this time he was transferred from the Indian Army to the Border Regiment as a Regular Officer. Over the next few years he worked his way through the ranks and in July 1967 he was promoted to Brigadier. In 1970 he was promoted to Major General and appointed Chief of Staff Headquarters United Kingdon Land Forces. In 1971 he was appointed Colonel of the Kings Own Royal Border Regiment. In 1975 WILLIAM was appointed a Knight Commander of the Order of the Bath. Again in 1975 General SCOTTER became Vice Chief of the General Staff at the Ministry of Defence in the Rank of Lieutennant General. In 1976 he became Colonel Commandant of the Army Physical Training Corps. In 1978 WILLIAM was promoted to (full) General, as Commander In Chief, British Army of the Rhine. He was appointed to become Deputy Supreme Commander Europe (DSACEUR) in April 1981 . WILLIAM died in February 1981 before he could take up the appointment. The O.B.E. was awarded in 1965 and the Military Cross had previously been awarded in 1945. A plaque to his memory is prominently displayed in the Kings Own Border Regiment Chapel in Carlisle Cathedral and his uniform and medals are displayed in the Kings Own Border Museum in Carlisle Castle. WILLIAM who was known as General Bill by all who knew him was, and probably will always be the most senior soldier we ever have .
