Once you get to know them they do make games more interesting and more fun (in my opinion anyway)
The E.P.A has all the info you need. It's on the Link's page but if you would like to SEE what the hell there talking about try the easy pool rules link, and for those who still don't understand the foul snooker rule there is a link to diagrams explaining all the different types of snooker.
